NIST issues guidance to government contractors on shutdown

According to the letter, in the event of a government shutdown, access to federal facilities would be limited and personnel required to administer contract performance may not be available.
For contractors whose delivery date falls within the period of the possible appropriation lapse, government workers may not be able to receive that delivery. If a contract is deemed “excepted,” performance will still be expected in the event of a government shutdown.
Contractors whose contract requires active administration by federal personnel, access to department facilities or is determined “excepted” will be notified by a contracting officer.
